This site allows any Luxembourg citizen or resident to report situations they witness or become aware of – both for online and offline actions. In concrete terms, the site considers three specific situations that may give rise to a report for a threat to the integrity of children. The first situation concerns cases of sex tourism involving children. Its objective is to enable any Luxembourg citizen or resident traveling abroad to report a suspicious situation where a child could be sexually exploited. This is done via a form available on www.childprotection.lu automatically linked to the Grand Ducal Police. This report will allow the Luxembourg authorities to use their extraterritorial powers, if necessary, more effectively in cooperation with their counterparts in the country involved. Secondly, the new mechanism offers the possibility of reporting cases of grooming. This phenomenon, which seems to be on the increase in Europe, is defined as any attempt by an adult to enter into contact with a child in order to achieve a sexual relationship, or to obtain images of a sexual nature. These predators frequently use the anonymity provided by the internet and social networks. Luxembourg is not immune to such practices, which today correspond to an offense punishable by the Luxembourg Penal Code. Finally, the site www.childprotection.lu also makes it possible to report websites presenting illegal content, including images of child sexual abuse. This third reporting option is the result of a collaboration between ECPAT Luxembourg and BEE SECURE, whose mission is to promote responsible use of new media. The site therefore offers an interface referring to “BEE SECURE Stopline” (formerly LISA Stopline), a tool that has existed in Luxembourg since 2008.
