“Together for Protection” Project to combat child trafficking: Strengthening government mechanisms and structures at the provincial and local levels in Nepal, in order to guarantee comprehensive services to victims of trafficking

BACKGROUND

In Nepal, the institutionalization of children and trafficking in persons fall under the competence of two separate entities – the NCRC, and the National Committee to Combat Trafficking in Human Beings ( NCCHT ). Therefore, any response related to these two problems, such as this project, must be coordinated with these two entities. The country is currently undergoing a vast political reorganization, and the federal system provides for the creation of CP / TIP bodies at the provincial, district and local levels, whose mandates will cover the problems of institutionalization of children and trafficking in human beings at these levels. While the creation of these bodies is still underway, service providers observe that public servants of those already trained are not aware of policies, laws,acts and interventions of the CP / TIP. In addition, the report on the TP of the National Human Rights Commission ( 2018 : 164 ) highlights the absence of an integrated mechanism including local and provincial governments to counter human trafficking.

It is therefore crucial to strengthen the mechanisms of PC ( through the CNR ) and TIP ( through the CNCTH ) so that regulatory bodies to deal effectively with combined vulnerabilities of institutionalization of children and trafficking in human beings.

PROJECT OBJECTIVE

  • Update, development and strengthening of policy frameworks and protection mechanisms to improve responses to trafficking in persons ( TIP ), in particular for children placed in institutions.

  • Capacity building of targeted federal, provincial and local authorities and service providers to provide services to victims of trafficking in persons, especially children, taking into account the needs of survivors, through training and awareness-raising actions on the placement of children in institutions, human trafficking and volunteering.

  • TIP victims placed in children's homes receive adequate protection and appropriate assistance.

1. Children, identified and potential victims of TIP, in children's homes.
2. Government structures ( services and public personnel responsible for child protection and prevention of TP ) providing services to child victims or vulnerable to trafficking.
3. Tourist agencies, children's homes, including orphanages.
